(1) The certifying body shall start certification according to the license only after completing the following tasks:-
(a) The details of the certification process submitted by the certifying body to the controller must be approved by the controller,
(b) The certifying body must have created its own pair of keys and transferred one of them to the public key controller,
(c) The controller or the officer designated by him must have agreed on the physical and technical structure necessary for issuing and managing the digital signature certificate prepared by the certifying body,
(d) The certifying body must have submitted evidence to the controller that mutual certification arrangements have been made with other certifying bodies.
(2) The period for the certification body to start work in accordance with sub-rule (1) shall not exceed six months from the date on which the certification body receives the certification license.
